BYLAWS
may be revised at anytime as needed,
requested, warranted or as designated in your own PTA's bylaws.
By Laws: The term bylaws refers to the enabling document which
establishes the PA and provides the authority for the PA to act. Bylaws define
the basic characteristics of the PA, prescribe how the PA functions, and
includes rules which must be observed and cannot be suspended by the PA, its

Pa must provide a regular review of its bylaws. A formal review must be

The Children First
forums have gathered input from parents, teachers, administrators,
community and business leaders, policy makers and public officials throughout
New York City
in the interest of
"creating a system of outstanding schools where effective
teaching and learning is a reality for every teacher and child." Participants
gathered in a small group breakout sessions guided by key target questions to
represent our children and be a part of the changes to come.
The Children

Joan McKeever-Thomas:
The goal of
Children First is to create a system of outstanding schools where effective
teaching and learning is a reality for every teacher and child. THE GUIDING
PRINCIPLES OF CHILDREN FIRST ARE:
1. Creating,
supporting and sustaining effective schools is the focus of the change effort
2. Leadership
in schools is the key lever to realizing change
3. Key
leadership functions are recruiting, training, supporting and inspiring great
teachers
4. System
must support high performing schools and hold all schools accountable
5. Schools
should strive for excellence and equity-not just meeting standards.
The key
topics to be looked at are leadership and organizational design, curriculum
focused on literacy and numeracy, secondary education, public school choice
models, parent and community partnerships, efficient operational support,
school facilities and learning environment.
This endeavor
is a multi million dollar, multi year endeavor funded by philanthropists Eli
Broad and Julian Robertson. In the next few months the Department will
be listening to parents, students, educational leaders and the community to
help guide in this new design.
